CIBD – Understanding the function of the Contractors’ Registration and Licensing Board

The Register of Contractors (RoC), which is open to all contractors who are interested in doing work in the public sector, assists customers in the acquisition of necessary infrastructure, and classifies and grades contractors on a scale of 1-9 based on their financial and operational capabilities.

Who is required to register on the CIDB?

How to apply for CIDB certificate

Regarding the grading method used by the CIBD

There are nine different levels of grading in the Register of Contractors. The maximum possible score is nine. For grade 1, there are no qualifying requirements; however, for grades 2 through 9, contractors are required to fulfill standards regarding their finances and their track record.

A grade is denoted by a single number and the initials of two letters. These show the greatest level at which the contractor is authorized to conduct projects as well as the class of works for which the contractor has been certified capable of executing projects at. Take, for instance, the grade 4GB. It is also possible for a contractor to be reclassified as emerging on the customer’s request; in this scenario, the contractor’s grade will be denoted by one number and four letters, such as 4GBPE.

There is a maximum tender value restriction associated with each grading level. If this limit is exceeded, public sector customers are not permitted to award a contractor construction projects. The only exception to this criterion is when a contractor is considered to be in the possibly developing category (PE). PE contractors have the potential to be awarded construction projects that are one level higher than their grade level, provided that the customer already has a development project in place and is willing to provide assistance to the contractor to guarantee that they are successful.

CIDB registered firms are each given what is known as a CRS number, which serves as their one-of-a-kind identifier. Regardless matter how many different gradings a contractor may be enrolled in on the cidb Register of Contractors, they will only ever be given one CRS number.

Length of time that a registration is considered active

A CIBD grading is valid for three years, and it will become invalid on the anniversary of the day it was registered. After three years, the contractor is required to submit a renewal application to the cidb. After six years, the contractor will be required to provide fresh supporting evidence to demonstrate that they continue to satisfy the qualifying requirements in order to maintain their current grade. However, in order to assist contractors in maintaining their grades under the ongoing economic crisis, the cidb has temporarily loosened some of the conditions for the 3-year renewal process.
